遅くなってすみません。ちょっと調べていました。
「agree with 人、agree to こと」というのは、２つの間は between、３つ以上の間は、among というのと同じで、厳密には間違いです。
この問題は不適切なので、削除することにしました。以下は、英語基本動詞辞典 小西友七 を参考にしました。
I agree to your proposal. は正しい文です。
agree to は、COLLINS COBUILD ENGLISH DICTIONARY によれば、If you agree to do something or agree to a proposal, you say that you will do what someone wants, or that you will let something be done.
という意味で、同意だけではなく、実行までの含みを持ちます。
一方、
I agree with your proposal. も間違いではありません。ただし、意味は、My proposal agrees with your proposal. という意味になります。つまり、私とあなたは同じ提案を share している、私も同じ考えだということです。ただし、その提案に対して、Yes と言っているわけではないわけです。
英語基本動詞辞典 小西友七に agree to/with のちがいを示した以下の引用がありました。
To put all these prepositions(to, with, on) together, let us imagine a board meeting of some company. To begin with, various ideas are mentioned, and the directors may agree with one idea, but disagree with another. They eventually agree on a policy that seems to offer most prospects of success.
