オクスフォード英語活用辞典(Oxford Practical English Dictionary)のrecentlyの項には、2つの意味が載っていて時制とどう組みあわせて使うのかの手引きがあわせて記載されています。
『原文引用開始』
adverb.1 a short time ago ; I don't know her very well - I only met her recently. / She worked here until fairly recently.
2. during a period between not long ago and now ; Have you seen Paul recently? / She hasn't been feeling well recently.
NOTE ; "Recently" can refer to both a point in time and a period of time. If it refers to a point in time, use the past simple tense ; He died recently.
If it refers to a period of time, use the present perfect or present perfect continuous tense : I haven't done anything interesting recently. / She's been working hard recently.

これに忠実に従えば、状態の継続と捉えhave beenが正解になりそうですが、、、
ただし管理人さんも仰っておられるように(選択肢にはないが)wasの方がピッタシな気もします。
参考に研究社『英語基本形容詞・副詞辞典』(小西友七著)によりますと、「小説・物語等で登場人物のいる時点を基準にした場合、過去完了形を使うことがある」とのことです。また現在形は通常使わないがまれには使用例はあるとのことです。過去進行形・未来形はほとんど使わないようです。
