おおよそM.Hoshiさんの解説でお分かりと思いますが、sameの用法について整理しておくと便利です。sameは原則的にthe sameという形で用いられます。品詞は
形容詞、副詞、名詞です。「--と同じ」という場合は「the same as--」という形で用いられます。
形容詞：the same (名詞)：His car and mine are the same.==
　　　　　　　　　　　　 His car is the same as mine.
副詞：the same:We don't think the same as they do.「我々は彼らが考えるよう　　　　　　　　　　　　　　　　　　　　　　　　　　　　　には考えない。」
名詞：the same:She ordered coffee, and I ordered the same.

どうしてもas--asを使いたい場合には次のようになるのではないでしょうか。
The tatal population of New Zealand is almost as large as that of Shizuoka.
