受動態は、目的語を文の主語にするということです。たとえば、
They speak English.
という能動態の文は、
English is spoken by them.
となります。English という目的語があるから、それを主語にして、受動態の文を作ることができるわけです。そもそも目的語のない、I live in Japan. や I am a boy. のような文は受動態にはできません。つまり、文型で言うと、SV と SVC は受動態にはできないのです。ただ、
A stranger spoke to me in front of the bank.
という文があった場合、これは、A strange が主語、spoke が動詞、to me も in front of the bank も副詞句なので、文の要素（主語、動詞、目的語、補語）にはならないので、SV と見ることができますが、
A stranger spoke to me in front of the bank.
のように下線部を１つの動詞としてみると、me は目的語と見ることもできます。このように考えると、受動態を作ることができます。me を主語にするので、I となります。動詞の部分は、spoke to ですが、これは be spoken to となります。主語が I で過去なので、was spoken to となります。あとは、元もとの主語である a stranger を by の後に置けば受動態のできあがりです。
I was spoken to by a stranger in front of the bank.
読むときには、I was spoken to / by a stranger in front of the bank. の / でポーズを置きます。
