の the language を前に出すと、
a language people speak all over the world
のような名詞←形容詞節ができます。
> それと答えのspoken all over the worldという句は分詞構文と考えればいいでしょうか？
分詞構文というのは、現在分詞または過去分詞の副詞用法ですから、ここでは、a language
を先行詞とする形容詞用法なので、これは過去分詞の形容詞用法といわれるものです。
