He ...で始めること。と制限を加えておきました。
He paid no attention to her advice.
→Her advice was paid no attention to by him.
→No attention was paid to her advice by him.
She took good care of the child.
→The child was taken good care of by her.
→Good care was taken of the child by her.
のように、動詞+名詞+前置詞の名詞にgood, much, every, no などの修飾語があれば、動詞の後の名詞を主語にした受動態が作ることも可能です。
この問題の場合は、They have never found fault with him.をThey found no fault with him.と考えて、ご指摘のような No fault ...という受動態を作ることも可能です。一般的かどうかについてですが、それほど不自然だとも思いません。
