(2)のことをおっしゃっているのだと思いますが、前半の部分がまちがっているので×になります。
日本語から、この文は「全部否定」だとわかりますから、部分否定である(1)と(2)は×。(4)のような、not ... any は３つ以上のものについて用いられるので、ここでは×。それに、後半の not this, either that one というのもおかしい。ということで、正解は、(3)ということになります。「A も B もどちらも〜ない」という言い方は、neither A (n)or B または、not A, (n)or B となります。
