In its widest sense "revolution" means a complete change from one system to another. ..... The method of reform for the purpose of improving things is generally favoured by men; and lasting work: further, by the passing of a whole series of reforms a new system of thins can be gradually substituted for an old one, and thus the purpose of a "revolution" can be gained by "reform" -- fi only sufficent skill and patience can be brought to bear on the "real issue at stake" by the men or the nation concerned. *iolep
