Many Japanese drivers appear to pay little attention to driver safety. It is against the law to use mobile phones while driving, though many people continue to do so. Many parents do not enforce their children to wear seat belts. Often babies are not locked into baby seats. Young people on motorbikes often wear their helmets loosely, often not strapped on tight. As a result, many people die. Why don't people observe these rules? How can this problem be solved?
