わたしもこう思っておりました。でも、こんなのを見つけたんです。
In the centre of the grass-plot was standing a beautiful rose-tree, and when she saw it she flew over to it, and lit upon a spray.
小さな草地の真ん中に美しいバラの木が立っていたので、それを目にした彼女は、そこまで飛んで行って、1本の小枝に止まりました。

この文の前半は、a beautiful rose-tree was standing in the centre of the grass-plot を倒置したものだと思いました。
a beautiful rose-tree [stood] in the centre of the grass-plot
とするのと、なにかニュアンスの違いがあるのかもしれませんが、なんだ、主語が動かないものでもstand を進行形にすることがあるんだ、と思ったわけです。
それで、この問題の場合、回答が was ではなく、is だったら OK ということになりますか。
つまり、
Standing as it ( is ) on a hill, the village commands a fine view.
だったら、正しい文なんでしょうか。
