mean の目的語は、more CO2 だけではなく、
more greenery also might mean [more CO2 removed from the atmosphere],
というように、[ ]内全体です。つまり、ここは、more CO2 are removed from the atmosphere という文が圧縮された形になっているわけです。（ただし、手元にある辞書には mean のこのような用法は載っていませんでしたが）訳のほうは、原因 mean 結果と考えて、「緑が増えるということは、二酸化炭素が大気中から減ることになる」ということです。
