理由はよくは分かりませんが、とにかく【so＋形容詞＋不定冠詞＋単数可算名詞】という語順以外は”非標準”だということだそうです。Practical English Usageという文法書を調べると、次のような記述があります。
"In a formal style, it is possible to use as, how, so and too in a special structure with an adjective and a noun, but only when there is an indefinite article. The word-order is: as/how/so/too＋adjective＋a/an＋noun. If there is no indefinite article, this structure is not possible."
これ以上に詳しい理由は見つけ出す事が出来ませんでしたが、とりあえず『a(n)（不定冠詞）』が必要だということです。また、Oxford Practical English Usageという文法書によればこのことは「so」に限らず、「as 〜/how 〜/too 〜/this〜/that〜」についても言えるそうです。
受験英語レベルとしては、so/suchの使い分けとして次のようなパターンとして覚えるしかないようです。
【so】
○ so big a dog
× so big boy(可算単数名詞で無冠詞)
× so big dogs(複数名詞)
× so good milk(不可算名詞)
× so good the milk(定冠詞)
× a/the so big dog(a/the soの語順)
【such】
○ such a good boy
× such good boy(可算単数名詞で無冠詞)
○ such good boys
○ such good milk
× such the good milk/boy(s)(定冠詞)
× a/the such good boy(a/the soの語順)
注；ただし困った事に以下のような誤用(？)と思われる例文が、受験参考書にも堂々と載っていることです。
I have so little time that I cannot finish my homework in time.
これはso ...that構文ではありませんが、so little time/so good milk/so big boyなどが単独でかなり多く使われていて、これをそのままso...that構文に流用しているものだと思います。
