確かにその通りです。http://www.answers.com/lay%20off に以下のようにあります。
lay off:

This expression formerly referred to temporary dismissals, as during a recession, with the idea that workers would be hired back when conditions improved, but with the tendency of businesses to downsize in the 1990s it came to mean “terminate permanently.” [First half of 1800s]
だから、temporarily という意味は含まないというのは正しいのですが、
... have had to lay off 100 men for six months
... have had to lay off 100 men permanently
のように言えるところを見ると、lay off は必ずしも permanently を含むとも言えないようです。ネイティブスピーカーにこの問題をやってもらったら、
(3) dismiss temporarily (or even for longer or permanently)
というように下線部を付け足してきました。
(2)fire instantly の選択肢は、そもそも lay off に instantly の意味は含まれていませんし、fire はどちらかというと受動態で使われるのがふつうです。それから、fire instantly several hundred men という語順もぎこちないものですし、fire は fire 100 men for six months と言えないことからも、fire には、「一時的に」という意味は含まれていません。だから、この選択肢は×です。確かに、(3)dismiss temporarily の選択肢は、dismiss とだけしておいたほうがいいと思いますが、元々の英検の問題がこうなっていますし、正解も(3)なので、このままにしておきます。できれば、解説で、以上のことを入れておきたいと思っています。

I'm from the United States. To me, "lay off" means that an employee's job was terminated, and the employee's job performance was not the reason for the termination.
The job termination can be temporary or permanent. A "lay off" can be because the factory is temporarily shut down while new equipment is being installed or because the job has been permanently moved to India.
