これは馴染みがない人には不思議な表現だと思いますが、
It is of importance.
=It is useful.
It is of great importance.
=It is very important.
It is of no imporance.
=It is not at all important.
のように、of ＋抽象名詞が形容詞の働きをしています。叙述用法でも限定用法でも使えます。
of のこのような使い方ははじめは奇異に思うかもしれませんが、
the legs of the table
some of them
の of を考えてみると、the table has the legs のように、A of B で部分 of 全体という関係になっていることがわかります。これは、テーブルが足を持っている、彼らが何人かを持っているというようにも考えられるので、of = having と考えることもできます。そうすると、
It is of importance. というのは、(？) It is having importance. ということですから、It is important. という意味になったのではないかと思います。
