この問題の he goes or not のことだと思いますが、訳にもあるとおり、「彼が行くか行かないか」ということです。whether he goes or he does not go という意味ですが、通常、whether he goes or not とします。
・It matters little if / whether he succeeds or not.
　彼が成功しようとしまいと大した問題ではない。
・It doesn't matter to me whether she comes here or not.
　彼女がここに来ても来なくても私には関係がない。
