なりません。これは間接疑問文です。

　what　　　　　to give 　何をあたえるべきか
　what medicine to give　どんな薬をあたえるべきか

　what medicine he should giveなら可。

　mieさんは
　I'll give you what money I have with me now.
　と同種の文だとみなしていませんか。これとは別です。
