MLで聞いたところ、以下のような答えでした。
You /could/ use an exclamation point after cookies if you wanted ... it
depends upon how much emphasis you want. If you want strong emphasis,
use the exclamation point, but then break the rest of it into a
separate sentence, e.g.,
How clever of you to buy chocolate chip cookies! They are
my favorite.
Similarly, if you wanted to emphasize the fact that they're your
favorite type of cookies, as opposed to emphasizing how clever you
think the person is :-), you could use:
How clever of you to buy chocolate chip cookies. They are
my favorite!
(I suppose you could either use the dash in this second example or the
period ... more or less a style choice, I'd say.)
Also, if you wanted to be more casual/less formal, as one would hear in
dialog between friends, you could contract "they are" to "they're," but
that's less proper in formal writing and usually avoided.
