I would have answered similarly with respect to the need for either a
semicolon or new sentence for the second example. I'd say that as far
as usage is concerned they are essentially equivalent sentences in
terms of meaning, though.
Of course, it's also possible that both statements are logically flawed/
false (since one could do one's best and still fail, presumably), but I
don't think that's what the original poster was asking. :-)
