正直私も、何故certainはよくてsureがダメなのかの本当の理由はしりません。これは語法だと割り切って考えてください。とにかくsureの場合は形式主語Itを主語にする事は非常に<<まれ>>で、人を主語に取ると覚えた方が良いようです。以下の辞書の説明を読んででください。

[類語]sure気持ちの上で疑念がないことを示すが, 軽い希望的観測を述べるときにも用いる. certainしばしばsureと同義に用いるが, 疑う余地のない強い信念を示す. positive確信を示す断定的な言い方：I'm positive ［certain, sure］ he'll come. 彼は絶対に来ます［必ず来ます, きっと来ますよ］. confident期待していることの実現に対する自信：I'm confident I'll succeed. 成功の自信がある.
