×子供のときに覚えるのだが、の部分は、関係詞の非制限用法のように訳してありますが、This sort of art, which we learn in childhood, で、which は非制限用法なので、省略することはできません。ここは文法書で確かめて置いてください。
だから、これは、いわゆる挿入というやつです。
Everybody, it seems, is in love with her.
=It seem that everybody is in love with her.
だれもが彼女に恋しているようだ。

×そしてまたこの笑いも涙をさそうための技術なのだ。
この部分はまったく分かっていないようです。前の文で、私たちは自分がうまれた社会の慣習を受け入れるように育てられる。といっています。その conventions をこの文でたとえばこんなものだと説明しているわけです。

that ...
ここまでのヒントでわかるでしょうか？
それから、このようなconventions を次の文で、such conventions と言っています。

art =「技術」はもう少しほかに工夫できませんか？　文全体を変えてもかまいません。
もう一つ、英文全体を訳してみてください。

できます。「しかも」という意味の and that （前の語句によって表されたことを繰り返す代わりに強意的に表す言い方）とは前後関係から区別できるので、混合することはないでしょう。

は、本来なら主節であるはずの we learn in childhood を文中に挿入したもので、本来の形に直すと、
