explain は SVOO では使えません。ということは、以下のような文は間違いだと言うことです。
× The teacher explained us the rule of the game.
× He explained me how to go there.
× Could you explain us why TV games are harmful?
いずれも、explain の後に名詞＋名詞（句、節）となっているので間違いです。もちろん、以下のようにすれば正しい英文になります。
○ The teacher explained (to us) the rule of the game.
○ He explained (to me) how to go there.
○ Could you explain (to us) why TV games are harmful?
to 人は必須ではありませんから、必要なければ無くてもかまいません。問題文もそれで、At the end of the last semester Professor John Smith explained ●(how to write a good paragraph).となっています。 us を入れたいなら、●に to us と入れます。
